Australia's publicly funded universal health insurance scheme, which began operating on February 1, 1984, under the Hawke Labor government, restoring universal coverage after the earlier Medibank scheme, introduced by the Whitlam government in the 1970s, had been steadily changed and then abolished by the Fraser government by late 1981. Medicare's architects included Neal Blewett, John Deeble and Bill Hayden, and the scheme guarantees Australian citizens and permanent residents, along with visitors from countries with reciprocal health care agreements, access to a broad range of medical and hospital services at low or no direct cost, funded through general taxation and a dedicated Medicare levy. Distinct from the United States program of the same name, which is a federal insurance scheme for older and disabled Americans, Australia's Medicare is a universal system covering the whole population regardless of age.
