The publicly funded health service of England, which came into existence on July 5, 1948, when it was launched at Park Hospital in Davyhulme near Manchester under Labour Minister of Health Aneurin Bevan. Bevan is popularly regarded as the service's founder, and the National Health Service was built on three founding principles: that it be comprehensive, meeting the needs of everyone; that it be universal, free to all at the point of delivery for both general practice and hospital treatment; and that care be allocated according to clinical need rather than ability to pay. It was the first health system in any Western society to offer free medical care to an entire population, becoming Britain's model for a tax-funded system of hospitals, general practitioners and community services that has since been mirrored, in modified form, by parallel services in Scotland, Wales and Northern Ireland.
