Brazil's publicly funded universal health system, established as a constitutional right by the country's 1988 Constitution after the end of two decades of military dictatorship, and put into operation under Organic Health Law 8080 in 1990. Before 1988 health care had been centralized in the federal government and available mainly to formal-sector workers; the new constitution instead declared health a universal right and a state responsibility, and the reforms that followed decentralized delivery to the municipal level. The Unified Health System, known by its Portuguese initials SUS, has grown into the largest government-run public health system in the world by number of people served, covering close to the entire Brazilian population of more than 200 million people across more than 50,000 clinics and treatment centers, and it provides care free of charge at the point of service to anyone present in the country, including foreign visitors.
