The largest federally funded HIV/AIDS care program in the United States, created when President George H. W. Bush signed the Ryan White CARE Act into law on August 18, 1990, after Senator Ted Kennedy introduced the bill in the Senate that March, named for Ryan White, the Indiana teenager whose public fight against AIDS-related discrimination helped build support for the legislation. The program acts as a payer of last resort, funding HIV treatment, medications and support services for low-income, uninsured and underinsured Americans when no other coverage is available, and it serves an estimated 500,000 people a year; roughly a third of its 2005 funding of 2.1 billion dollars, up from about 220 million dollars in 1991, supported state AIDS Drug Assistance Programs. Congress reauthorized the program in 2006 and again in 2009, and although its statutory authorization lapsed in 2013, Congress has continued to appropriate funding for it every year since, with one estimate crediting the program with saving 57,000 lives through 2018.
