United States Ending the HIV Epidemic Initiative

A federal initiative announced in February 2019 under the formal title Ending the HIV Epidemic: A Plan for America, directing coordinated support toward the cities, counties, states and rural regions of the United States and its territories most affected by HIV. The initiative organizes its work around four pillars, diagnosing people with HIV as early as possible, treating people with HIV rapidly and effectively, preventing new transmissions through tools such as pre-exposure prophylaxis, and responding quickly to detected outbreaks, with the stated goal of cutting new HIV infections by 75 percent within five years and by 90 percent within ten, effectively ending the epidemic in the country by 2030. Congress approved dedicated funding for the effort across fiscal years 2020 through 2024, and the initiative's first phase concentrated resources on 57 target jurisdictions, including the 48 US counties with the highest numbers of new HIV diagnoses in 2016 and 2017 together with San Juan, Puerto Rico, and Washington, DC.
