A Vietnamese government strategy first approved in March 2004 as the National Strategy on HIV/AIDS Prevention and Control in Viet Nam till 2010 with a Vision to 2020, developed under the coordination of the Vietnam Authority of HIV/AIDS Control, known as VAAC, which had itself been established in 2000. The strategy combined social measures, including multisectoral leadership, community involvement and a supportive legal framework, with technical measures such as disease surveillance, voluntary testing, medical treatment and harm reduction, and with resource mobilization and international partnership, marking a significant departure from Vietnam's earlier, more punitive approach to the epidemic by permitting free distribution of clean needles and condoms to people who inject drugs and to sex workers. The strategy has since been revised and extended, most recently through a National Strategy to End the AIDS Epidemic by 2030 approved in 2020, and Vietnam's health authorities credit two decades of continuous implementation with preventing more than 1.2 million HIV infections and nearly 320,000 AIDS-related deaths between 2004 and 2024.
