The Uganda AIDS Commission, known by the initials UAC, is a statutory body established by act of the Ugandan parliament in 1992 and headquartered in Kampala, funded by both the national parliament and outside donors. Its role is to coordinate and monitor implementation of Uganda's national strategy against HIV and AIDS, adopted by the government in 1990, through strategic policy guidance, resource allocation and oversight, partnership building, public education and stronger institutional management, working toward what the commission describes as a population free of HIV and its effects; the UAC does not itself implement interventions but oversees and coordinates the country's HIV and AIDS response. It is distinct from the earlier Uganda AIDS Control Program, the Ministry of Health's own direct-response office created around 1986, which the Commission coordinates alongside other stakeholders rather than replaces.
