Ethiopia's national strategy against malnutrition, launched through the country's first National Nutrition Strategy and an accompanying National Nutrition Program in February 2008, with the explicit aim of securing an adequate nutritional status for all Ethiopians. Though pursued partly at the urging of the World Bank and UNICEF rather than as an early government priority, the National Nutrition Program was carried out in successive phases, from 2008 to 2013 as NNP-1 and from 2013 to 2015 as NNP-2, and built around pillars including a community-based nutrition program that continued an earlier Enhanced Outreach Strategy. Ethiopia joined the global Scaling Up Nutrition movement in April 2012, and in 2016 the government issued the Seqota Declaration, a fifteen-year national commitment to reinvigorate the nutrition program with the explicit goal of eliminating childhood stunting.

Delivers Practice
Entity-backed identity for the program-kind enum value this public health program already carries, resolved to a health practice by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The program-kind fact itself stays on the program unchanged.
