The Bamako Initiative was a formal statement adopted by African health ministers in 1987 in Bamako, Mali, to expand the availability of essential drugs and other healthcare services across Sub-Saharan Africa. Proposed by UNICEF executive director James P. Grant, it called for UNICEF and other donors to supply drugs to countries that would sell them at a small markup above cost, with the resulting revenue reinvested to purchase further drugs and strengthen primary healthcare financing.
