A Liberian Ministry of Health program launched in 2016, in the aftermath of the 2014 to 2016 West African Ebola epidemic that exposed how little of the country's rural population could reach a functioning health facility. The National Community Health Assistant program, formally launched by President Ellen Johnson Sirleaf, created a professionalized, incentivized and clinically supervised cadre of Community Health Assistants tasked with bringing basic care to Liberians living more than five kilometers from the nearest health center, an estimated 1.2 million people. The program deployed thousands of trained community and frontline health workers across the great majority of the country's fifteen counties, aiming both to close a long-standing access gap in routine primary care and to build a community-level early warning system capable of catching the next disease outbreak before it could spread as far as Ebola had.
