Turkey's nationwide primary health care system built around family medicine as its foundation, tracing its academic roots to 1983, when family medicine was first written into the country's Medical Specialization Regulation as its own specialty. The Council of Higher Education directed universities to establish Family Medicine Departments starting in 1993, with Ankara University opening the first that October, and family medicine grew through the 1990s as a three-year postgraduate specialty even as its practical rollout to the general population lagged behind its academic establishment. Turkey converted its primary care system nationwide to the family medicine model by the end of 2010, assigning every citizen a registered family physician responsible for their continuous primary care, and the country has continued refining the system since, including a program begun in 2014 to train contracted family physicians toward full specialist qualification.
