Indonesia's national community-based sanitation strategy, known as Sanitasi Total Berbasis Masyarakat or STBM, introduced in 2004 to change hygiene and sanitation behavior nationwide through community empowerment and triggering methods rather than latrine subsidies, developed partly through cooperation between the Indonesian government and the World Bank's Total Sanitation and Sanitation Marketing project. The strategy became official national policy when Indonesia's Ministry of Health issued Health Ministry Decree No. 852/Menkes/SK/IX/2008, and STBM was launched as a national sanitation movement that year, aimed at strengthening clean and healthy living practices, preventing environment-based disease, and helping Indonesia meet the Millennium Development Goals target on drinking water and basic sanitation access by 2015. STBM adapted the community-led total sanitation approach, an anti-open-defecation methodology first developed in Bangladesh around 1999 to 2000, into Indonesia's own national policy framework.
