A Mexican government nutrition program that subsidizes milk for people in poverty, tracing to 1944, when the government of President Manuel Avila Camacho first distributed subsidized milk to vulnerable residents of the Santa Julia neighborhood of what was then the Federal District through a dairy facility run by the state company NADYRSA. Responsibility for the programme, known as the Programa de Abasto Social de Leche, or Social Milk Supply Program, passed through a series of state entities over the following decades, including the Compania Exportadora e Importadora Mexicana in 1950, a milk rehydration company in 1961, and the food-subsidy agency CONASUPO in 1963, before CONASUPO's dairy unit was renamed Liconsa in 1972. Liconsa today is a government-subsidized parastatal that industrializes and sells fortified milk at low cost, reaching more than 6 million Mexicans experiencing poverty or social vulnerability across nearly 2,000 municipalities through more than 11,000 distribution points, with annual production exceeding a billion liters.
