Health Insurance and Access Program

Canada's system of publicly funded universal health insurance, built in two stages: the Hospital Insurance and Diagnostic Services Act of 1957 first let the federal government share the cost of provincial plans covering hospital and diagnostic care, and the Medical Care Act, passed by the House of Commons on December 8, 1966, extended federal cost-sharing to physician services on condition that a province's plan be universal, comprehensive, portable and publicly administered. The Act followed the 1964 recommendation of a Royal Commission on Health Services chaired by Justice Emmett Hall, and after the federal government offered in 1965 to fund about half the cost of qualifying provincial plans starting July 1, 1968, every Canadian province and territory had joined what is known nationally as Medicare by 1972. Rather than one national program, Canadian Medicare is a set of interlocking provincial and territorial health insurance plans operating under shared federal conditions.
