Maternal and Neonatal Tetanus Elimination Initiative

Eradication and Elimination Program

A global public health initiative aimed at eliminating maternal and neonatal tetanus, which began in 1989 when the 42nd World Health Assembly called for eliminating neonatal tetanus by 1995, a target later postponed to 2000 as implementation proved slower than planned. In 1999 UNICEF, the World Health Organization and the United Nations Population Fund reviewed progress and re-constituted the initiative to add elimination of maternal tetanus alongside neonatal tetanus, setting a 2005 target that was later shifted again to 2015. Because tetanus spores persist in the environment worldwide, the disease cannot be eradicated the way smallpox or polio can; elimination is instead defined as reducing cases below one per 1,000 live births in every district, pursued through vaccination coverage of at least 80 percent among women of reproductive age, skilled attendance at 70 percent or more of deliveries, and enhanced surveillance, with 47 countries reaching elimination between 2000 and 2020.

Women and newborns in the at-risk countries the initiative originally identified; maternal tetanus is considered eliminated once neonatal tetanus elimination is achieved. 1
Health Goal
Eliminate maternal and neonatal tetanus, defined as fewer than one case of neonatal tetanus per 1,000 live births in every district each year. 1
Geographic Scope
59 countries originally identified as at risk for maternal and neonatal tetanus. 2

Entity-backed identity for the program-kind enum value this public health program already carries, resolved to a health practice by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The program-kind fact itself stays on the program unchanged.
