A comprehensive framework for global malaria control and elimination, adopted by the World Health Assembly in May 2015 to provide countries a technical roadmap for accelerating progress against the disease through 2030. The strategy sets an ambitious headline target of reducing global malaria incidence and mortality rates by at least 90 percent by 2030 against a 2015 baseline, built around universal coverage of proven malaria interventions for all populations at risk, data-driven decision making based on high-quality surveillance, and innovation in tools and approaches where existing methods fall short. WHO developed the strategy in close coordination with the Roll Back Malaria Partnership's own complementary global malaria action plan, so that the technical and the advocacy sides of the global response moved under a single set of goals, and revised the strategy in 2021 to incorporate lessons learned from its first implementation period, 2016 through 2020.

Entity-backed identity for the program-kind enum value this public health program already carries, resolved to a health practice by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The program-kind fact itself stays on the program unchanged.
