Philippines Pantawid Pamilyang Pilipino Program

Known as 4Ps, a Philippine conditional cash transfer program administered by the Department of Social Welfare and Development and institutionalized into law by Republic Act No. 11310, signed by President Rodrigo Duterte in April 2019. The program aims to reduce extreme poverty by investing in the health and education of children aged zero to eighteen, pursuing both social development, breaking intergenerational cycles of poverty through capability-building, and social assistance, providing cash aid for immediate needs, and it targets the poorest households, identified through proxy-means testing based on asset ownership, housing type, household head education, family livelihood and access to water and sanitation, with eligibility requiring households to have children aged zero to fourteen or pregnant women. As of June 2024 the program covered 4,090,667 household beneficiaries across 17 regions, 79 provinces, 1,484 municipalities and 143 cities, making it one of the largest conditional cash transfer programs in Southeast Asia.
