Rwanda National Strategic Plan on HIV and AIDS

HIV/AIDS Program

Rwanda's national planning document for its HIV and AIDS response, developed through broad participation among community-based and civil society organizations, government ministries and development partners to set out cost-effective, high-impact interventions against the epidemic. The plan covering 2018 to 2024 aligned Rwanda with the global push toward the UNAIDS 90-90-90 treatment cascade target, aiming for 90 percent of people living with HIV to know their status, 90 percent of those diagnosed to receive sustained antiretroviral therapy, and 90 percent of those on therapy to achieve viral suppression by 2020. Rwanda's HIV prevalence has held at around 3 percent of the general adult population aged 15 to 49, higher among women than men, and the country's sustained implementation of successive strategic plans under this framework is credited with making it one of only a small number of countries worldwide to have gone on to achieve the more demanding UNAIDS 95-95-95 targets for epidemic control.
