South Africa's national tuberculosis control programme, established after the country's 1994 transition to democracy, when the new government faced the task of integrating TB services into a weak primary health care system just as the HIV epidemic began driving TB case rates up roughly fourfold between 1994 and 2012. The programme adopted the World Health Organization's directly observed treatment, short-course strategy nationwide in 1996, though treatment success rates settled around 76 percent, below the World Health Organization's 85 percent target. In 2011 the programme ran a multifaceted screening campaign in high-burden districts combining household contact tracing, HIV counseling and testing, community mobilization and door-to-door case-finding, screening more than 150,000 household contacts and identifying over 3,000 new cases, and in 2012 South Africa adopted a National Strategic Plan setting the goal of zero new TB infections and deaths by 2032, with an interim target of halving 2012-level rates by 2016.
