Luther Leonidas Terry was an American physician who served as the ninth Surgeon General of the United States from 1961 to 1965. He convened the Advisory Committee on Smoking and Health and, on January 11, 1964, released its report concluding that lung cancer and chronic bronchitis are causally related to cigarette smoking, the first official U.S. government statement on tobacco's health effects and the starting point of modern American tobacco control policy.
