The charter presented by the first International Conference on Health Promotion, meeting in Ottawa on 21 November 1986, for action to achieve Health for All by the year 2000 and beyond. It gave the field its standing definition, health promotion as the process of enabling people to increase control over, and to improve, their health, framed health as a resource for everyday life rather than the objective of living, and set out the prerequisites for health and the demand for coordinated action by governments, social and economic sectors, nongovernmental organizations, local authorities, industry and the media.
