Cambodia's government framework for expanding rural access to water, sanitation and hygiene, built on a National Strategy adopted in 2011 and operationalized through a longer-term National Strategic Plan for rural water supply, sanitation and hygiene covering 2014 to 2025, which in turn is carried out through two successive National Action Plans, the first covering 2014 to 2018 and the second, 2019 to 2023, building on the results and lessons of the first. The strategy is organized around three objectives: expanding access to sustainable, improved water supply; expanding access to improved sanitation; and changing hygiene behavior. During the first National Action Plan period, rural sanitation coverage rose by more than 30 percentage points from a baseline of 40.9 percent to 71.2 percent by 2017, giving an estimated 4 million additional people, about 909,000 households, access to improved sanitation, and the second plan set a target of 90 percent coverage by 2023 on the way toward a 2030 goal of universal access to basic water, sanitation and hygiene services.
