A sector-wide Ethiopian government program to achieve universal access to water, sanitation and hygiene, built on a memorandum of understanding signed by four ministries, Water, Irrigation and Energy, Health, Education and Finance, in November 2012, followed by a WASH Implementation Framework in March 2013, with the program becoming functional later that year. The One WASH National Program, abbreviated OWNP, ran its first phase from July 2013 to June 2015 and a second phase from July 2015 to June 2020, organized around five components covering rural and pastoral WASH, urban WASH, institutional WASH, climate-resilient WASH, and program management and capacity building. The program represented an investment of roughly 2.4 billion dollars over its 2013 to 2020 span, coordinating what had previously been separate, ministry-specific water and sanitation efforts under a single national framework.
