In 2016, China's State Council issued the Healthy China 2030 Planning Outline, a comprehensive national blueprint for improving the health of the Chinese population, built around four guiding principles: health priority, innovation, scientific development, and fairness and justice. Among the plan's thirteen headline goals are three that speak directly to chronic disease: cutting premature deaths from major noncommunicable diseases by 30 percent from 2015 levels by 2030, raising the population's health literacy to 30 percent, and increasing the number of people who exercise regularly to 530 million. The plan set out supporting measures including a government-led comprehensive prevention and control mechanism, a community-based system for managing noncommunicable diseases, and specific numeric targets for individual conditions, among them cutting cardiovascular and cerebrovascular disease mortality to 190.7 per 100,000 people or lower and pushing the standardized management rate for diabetes patients above 70 percent, with the stated ambition that by 2030 China's principal health indicators enter the ranks of high-income countries.
