India's consolidated programme against mosquito- and vector-borne disease, formed in 2003 to 2004 by merging what had previously been three separate national programmes covering malaria, lymphatic filariasis and kala-azar, and simultaneously bringing Japanese encephalitis and dengue under one administrative umbrella, with chikungunya added in 2007 after its re-emergence the previous year. The malaria component traces further back to a 1977 modified plan of operations built around early diagnosis and prompt treatment, vector control, and community education, which had already reduced national malaria cases to about 2 million with 247 deaths by 1984, and the programme has since drawn on further donor-supported projects, including a World Bank-backed Enhanced Malaria Control Project launched in 1997 and a Global Fund-supported Intensified Malaria Control Project launched in 2005 targeting high-transmission areas. The National Vector Borne Disease Control Programme, abbreviated NVBDCP, remains India's central mechanism for coordinating surveillance, vector control and treatment across all of these vector-borne diseases.

Entity-backed identity for the program-kind enum value this public health program already carries, resolved to a health practice by an explicit value-to-entity map (phase 3 bucket conversion, docs\design_entity_backed_browse_buckets_20260928.md). The program-kind fact itself stays on the program unchanged.
