An Indian government rural sanitation program launched in 2012 as a restructuring of the country's earlier Total Sanitation Campaign, aiming for complete rural sanitation coverage, toilet construction, solid waste management and hygiene education, with a stated goal of universal rural household toilet access by 2022. Nirmal Bharat Abhiyan reorganized implementation around a state, district, block and village structure and was the first Indian sanitation program formally converged with the Mahatma Gandhi National Rural Employment Guarantee Act's rural works funding, while also widening subsidy eligibility to some above-poverty-line households, including small farmers, landless laborers and households headed by a woman or a person with a disability. The program produced only modest gains, with rural sanitation coverage rising by roughly six percentage points over its two years in operation, and a subsequent government audit found more than three thousand one hundred crore rupees in central funding went unused nationwide; it was superseded in 2014, when the government relaunched rural and urban sanitation efforts together as the Swachh Bharat Mission.
