Israel's National Health Insurance Law, in effect since January 1995, established the state's responsibility to provide health services to all residents and formally separated health coverage from political party or union affiliation. It mandates universal coverage through four competing nonprofit health plans that residents may freely choose among, prohibits the plans from denying coverage to any applicant, and is funded by an income-based health tax combined with a risk-adjusted capitation system meant to reinforce equity across the plans.
