A Malagasy government sector plan for water, sanitation and hygiene, initiated in 2018 under the leadership of Madagascar's water and sanitation ministry with technical and financial support from UNICEF. The plan grew out of a sector-wide bottleneck analysis carried out with the participation of the country's WASH stakeholders, identifying the specific causes behind Madagascar's low access levels, a 2018 survey found 57 percent of the population lacking an improved water source, 40 percent practicing open defecation and 77 percent lacking access to basic hygiene services, and defining a set of actions to remove those bottlenecks. The plan sets a target of eliminating open defecation nationwide by 2025 and contributes to Madagascar's wider National WASH Policy goal of universal, safely managed access to water supply and sanitation by 2030, with the country's Minister of Water, Sanitation and Hygiene responsible for operationalizing the actions the plan defines.
