Mexico's national childhood and lifelong vaccination program, the Programa de Vacunacion Universal, consolidated in 1991 after a presidential decree published on January 24 of that year created a National Vaccination Council to make universal vaccination a mandatory public health measure, building on an earlier National Immunization Program dating to 1973 that had begun simultaneous vaccination against seven diseases. Framed as a national commitment to child survival, the program set out to protect, promote and care for the health of all children in Mexico through systematic vaccination, and it has since been extended beyond childhood to cover adolescents, adults and older adults, making it one of the most comprehensive vaccination schedules in the world. Since 1991 the program has achieved eradication of poliomyelitis, diphtheria, measles and neonatal tetanus within Mexico, and brought whooping cough and severe forms of tuberculosis under control.
