Myanmar's national tuberculosis control effort, established in 1966 and expanded gradually over subsequent decades, reaching 144 townships by 1995 and 153 by 1996 before growth paused through 1997 and 1998. In 1997 the National Tuberculosis Programme adopted the World Health Organization's directly observed treatment, short-course strategy, known as DOTS, introducing it first in the capital, Yangon, a city of roughly 5 million people at the time, and delivering it through a primary health care approach; by 1999 DOTS covered nearly 65 percent of the population across 168 townships, and coverage had reached 71 percent of the country's 324 townships by 2000.
