Mutuelle de Sante is Rwanda's community-based health insurance scheme, run by the Rwandan government to give low-income residents affordable access to medical care. Organized on a decentralized basis with each district managing its own scheme for enrollment and premium collection, and funded through a combination of member premiums, government resources and donor support, it has extended coverage to more than ninety percent of Rwanda's population, with research including an October 2012 African Development Bank study linking the program to improved child health outcomes. In March 2020 the scheme signed a ten year contract with Babylon Health to introduce mobile phone based primary care, building on an existing base in which around thirty percent of adults were already enrolled in digital health services.
