An HIV prevention program developed by Thai public health official Wiwat Rojanapithayakorn, first tried in November 1989 in Ratchaburi province and then expanded nationwide in 1991, which required condom use in every commercial sex encounter at every registered sex establishment in a given area, enforced through cooperation between local health authorities, police and the sex trade establishments themselves rather than through appeals to individual sex workers. Establishments found to have clients with sexually transmitted infections faced consequences that created a business incentive for owners to enforce condom use consistently. Condom use in Thai commercial sex rose from 14 percent in early 1989 to more than 90 percent by 1992, and the program, later adapted in Cambodia, is widely credited by public health researchers as the main reason Thailand avoided a larger generalized HIV epidemic.
