Eswatini National Multisectoral HIV and AIDS Strategic Framework

Eswatini's guiding multisectoral strategy for its national HIV response, periodically revised and relaunched by the government to coordinate the country's effort against one of the world's most severe HIV epidemics by prevalence. The prior framework, covering 2018 to 2023, aimed to scale up treatment, care and support services enough to reach the UNAIDS 95-95-95 treatment cascade targets by 2023, that is, 95 percent of people living with HIV knowing their status, 95 percent of those diagnosed on sustained antiretroviral therapy, and 95 percent of those on therapy achieving viral suppression. The current framework, covering 2024 to 2028, was launched on 8 August 2024 by Prime Minister Russell Mmiso Dlamini and intensifies efforts to prevent new infections, particularly among adolescent girls and young women, while explicitly extending its scope beyond clinical health interventions to the social determinants of health that the framework's own authors identify as continuing to drive the epidemic in the country.
