Ethiopia HIV/AIDS Prevention and Control Office

An Ethiopian federal body established in 2002 and headquartered in Addis Ababa, tasked with directing and coordinating the implementation of the country's HIV/AIDS policy as part of the Ministry of Health. Known as HAPCO, the Federal HIV/AIDS Prevention and Control Office functions as the secretariat to Ethiopia's National AIDS Council, a body chaired by the country's president, and it organizes the nation's multisectoral response to the epidemic together with Regional HAPCOs that report to their own regional health bureaus, covering resource mobilization and monitoring and evaluation at both the national and regional level. Under this coordinated structure Ethiopia reduced its rate of new HIV infections from 0.28 percent of the population in 2010 to 0.03 percent by 2015, while AIDS-related deaths over the same period fell by roughly 70 percent, results that led national officials to describe the country as well positioned to meet international goals for ending AIDS as a public health threat by 2030.
