Total Sanitation Campaign

An Indian government rural sanitation program launched in 1999, building on two earlier national sanitation efforts dating to 1954 and 1986, that worked through Panchayati Raj local government institutions to mobilize communities and encourage households to build and use latrines, emphasizing generating demand for sanitation rather than simply subsidizing construction. Independent evaluation found the campaign modestly increased the number of rural households with latrines, though it showed little measurable effect on children's health outcomes. The Total Sanitation Campaign was renamed the Nirmal Bharat Abhiyan in 2012, and when that program struggled from weak political backing and limited attention to behavior change, it was restructured again in 2014 into the more heavily resourced and politically prioritized Swachh Bharat Mission, the campaign's direct successor.
