A Ugandan Ministry of Health investment plan, first issued in November 2013 as the Reproductive, Maternal, Newborn and Child Health Sharpened Plan for Uganda, developed in response to the country's slow progress toward the Millennium Development Goals covering maternal and child mortality. The plan proposed five strategic shifts intended to drive an integrated, forward-looking approach to reproductive, maternal, newborn and child health, centered on ensuring universal coverage of high-impact health interventions delivered across community, outreach and clinical care platforms, supported by an accompanying investment case running from 2016/17 to 2019/20. The Ministry of Health, working with UNICEF and other partners, subsequently updated the framework as a Sharpened Plan II covering 2022/23 through 2027/28, broadening its scope to reproductive, maternal, newborn, child, adolescent and healthy aging health and adding a nurturing-care framework intended to drive coordinated action across multiple government sectors.
