Delivers Practice

Connects a public health program to the public health practice it chiefly delivers, such as vaccination, disease surveillance, screening, sanitation or vector control. The inverse reading, Practice Delivered By Program, names the same link from the practice toward each program grouped under it. This relation gives the program kind already recorded as an enum fact on each program a durable entity identity; it does not replace that enum fact, which keeps classifying every program exactly as before.
